Challenge
Silent Sounds Communications supports housing providers, local authorities and other public-sector organisations with interpreting and translation services for complex cases involving tenants, families, housing officers, legal teams, social care professionals and other stakeholders.
One example involved a major London housing provider that required language support for a Russian-speaking tenant during a sensitive rehousing process.
The tenant was being asked to move from a two-bedroom property to a one-bedroom home so that the larger accommodation could be made available to a family with greater housing need. The tenant disputed the proposed move, creating a situation that required clear, accurate and impartial communication throughout the process.
The case involved more than simply translating words. Housing terminology, tenancy rights, procedural requirements and the potential legal implications of the decision all needed to be communicated accurately and in a manner the tenant could understand.

Solution
Silent Sounds worked closely with the client’s housing and support teams to put the appropriate language support in place within a four-week mobilisation period. A suitably experienced Russian-speaking language professional was assigned to support the case over approximately three months.
Throughout the engagement, Silent Sounds supported communication between the tenant and the housing provider, helping ensure that information could be exchanged accurately in both English and Russian. This included explaining formal correspondence, housing processes, the reasons behind the proposed move and the tenant’s rights and responsibilities.
The assignment demonstrated the importance of using professional interpreters in situations where misunderstandings could otherwise lead to complaints, delays, escalation or legal challenge. The interpreter remained impartial throughout, accurately conveying information without offering personal advice, influencing the discussion or becoming involved in the decision-making process.
Supporting effective decision making
Professional interpreting is particularly important where organisations must demonstrate that a service user has been given a fair opportunity to understand information, participate in discussions and express their own views.
In complex cases, the interpreter supports communication between all parties while remaining neutral. Decisions remain entirely with the service user and the responsible organisation or professional.
In this case, the tenant was able to understand the reasons for the rehousing proposal, the relevant process and the information being provided to him. At the same time, the housing provider could be confident that its communications were being conveyed accurately and consistently.

Results
The rehousing process was ultimately completed with the tenant having received clear information regarding the basis for the decision, the requirement to move to smaller accommodation and the wider demand for the existing two-bedroom property.
By providing appropriate professional language support throughout the process, Silent Sounds helped reduce the risk of misunderstanding, supported effective engagement between the parties and enabled the client to progress the case efficiently.
The assignment illustrates the wider role that professional interpreters can play across public services: Enabling organisations to communicate clearly, supporting equitable access to services, reducing operational and compliance risks, and ensuring that people with limited English proficiency can participate meaningfully in decisions that affect them.
Silent Sounds Communications combines a nationwide interpreter network, experienced operational teams and multiple delivery channels to provide scalable language support for both individual cases and large, multi-service contracts.
